Mark J. Devine is the Wing Commander of the 164th Airlift Wing, Tennessee Air National Guard Memphis, Tennessee.
One of the Air National Guard's five strategic airlift wings, the 164th is trained and equipped to provide global mobility in C17 Globemaster aircraft supporting National security objectives. In peacetime, the 164th reports to the Governor of Tennessee providing emergency relief and support to civil defense authorities preserving peace, order and public safety. The Wing comprises approximately 1000 military personnel, with over 400 military civil service and civilian employees.
Colonel Devine graduated from the U.S. Air Force Academy in 1990 and attended Undergraduate Pilot Training at Reese AFB, TX. He has flown tactical and strategic airlift, first flying the C27A Spartan at Howard AFB, Panama. Subsequent assignments included Travis AFB, CA, as a C141B pilot and Altus AFB, OK, as a C141B CCTS Instructor Pilot. Col Devine joined the Tennessee Air National Guard in April, 2000. He served successively as an Instructor/Evaluator Pilot, Standardization Pilot, and Chief of Wing Safety. He has commanded at the Squadron and Group level with deployed duty as director of an ISAF operational cell. Col Devine is a command pilot with over 5000 hours in C27A, C141 B/C, and C5A aircraft, including 191 combat hours in support of Operations NORTHERN WATCH, ENDURING FREEDOM, and IRAQI FREEDOM. He has approximately 1000 hours in civilian B727 and MD80 aircraft.
